Location: Banka village, Neftchala

Salary: 3500 AZN net

Key Responsibilities:

• Manage day-to-day HR operations and personnel administration at the Banka site.
• Maintain accurate and up-to-date employee records, contracts, personnel files and HR databases.
• Ensure proper onboarding, induction, transfer and termination procedures.
• Ensure compliance with applicable Azerbaijani labour legislation and project HR requirements.
• Maintain proper employment contracts, working hours, leave, payroll-related records and other statutory documentation.
• Support the project in meeting applicable lender/ESG and labour requirements.
• Establish and maintain an effective employee grievance mechanism.
• Properly record, investigate, follow up and close employee grievances.
• Maintain the Grievance Log and Close-out Forms accurately and ensure that all records are complete, traceable and consistent with the underlying employment documents.
• Coordinate with project management and relevant stakeholders on grievance resolution.
• Coordinate recruitment and mobilization of local and expatriate personnel.
• Work with HRC and other recruitment channels to identify suitable candidates for project positions.
• Monitor manpower requirements and maintain accurate workforce records.
• Coordinate required HR-related training and maintain training records.
• Ensure that employees receive and sign only documents that are consistent with their employment contracts and applicable requirements.
• Prepare HR documentation and reports required by the Owner, PMC, lenders and other auditors.
• Support LESA, E&S and other compliance audits and ensure timely provision of requested HR records.
• Identify HR compliance gaps and coordinate corrective actions with project management.
• Coordinate closely with the EPC Project Manager, HSSE team, Finance/Payroll team, HRC and subcontractors.
• Monitor subcontractor labour and HR compliance where required.
• Provide regular HR status updates and highlight potential labour-related risks to project management.

Qualifications/Experience Required:

• Relevant university degree and solid HR management experience;
• 5+ years of HR experience, preferably in construction, infrastructure, energy or EPC projects;
• Good knowledge of Azerbaijani labour legislation;
• Practical experience in employee grievance management and labour relations;
• Experience with HR audits, documentation and compliance requirements;
• Good communication and coordination skills;
• Good command of English and Azerbaijani; Russian and/or Chinese would be an advantage.
